    Senior Lecturer-Researcher at the Department of Social and Political Sciences and Research Centre of the Universidad del Pacífico (Peru). he also serves al Director for Learning Management and Quality Assurance at said University.

    Prevoiously, her served as UNESCO Senior Official (2001-2012) leading the Learning Outcomes programme at the UNESCO Instiute for Statistics (UIS) in Montreal. Before that he was the UIS Regional Advisor for Latin America and the Caribbean (based in Santiago de Chile). Between 2014 and 2016 he was Non-resident Fellow at the Brookings Institution's Center for Universal Education.

    Additionally, in 2014 he was nominated member of the Peruvian national Council for Education (2014-2020) and, then, elected by his peers as Chair of said Council (2017-2020). He is also Director for Publications at the Peruvian Society of Educational Research (SIEP) and, therefore, editor of the Revista Peruana de Investigación Educativa.
